Monday, March 5, 2012
Hiles Town Hall
Chairman Trent Miner called the meeting to order at 6:30 pm.
Present were: Chairman Trent Miner, Supervisor Tom Gardner, Supervisor Mark Gudel, and Clerk Janice Schultz.
The minutes of the Monday, February 6, 2012, Hiles Town Board meeting were presented. Moved by Supervisor Gardner and seconded by Supervisor Gudel to approve the minutes as presented. Motion carried.
The Treasurer’s report was presented and is attached. Moved by Supervisor Gudel and seconded by Supervisor Gardner to approve as presented. Motion carried.
Reviewed possible TDS encroachment on right of way – This is on Cranberry Road. Map of proposed encroachment received. It may not encroach depending on the vision corners the state has set aside for STH 54. It appears they would just bore a fiber optic line under the road. Approval given.
Reviewed changes to the town insurance policy – The state has mandated that when a vehicle that is not owned by the town, and that vehicle gets into an accident while on town business, and that accident is the other persons fault and they are uninsured/underinsured, your own policy would pay, not the Town’s policy.
Review property tax delinquencies – A map and listing of the delinquencies from this tax season was reviewed by the Board.
Chairman Miner reported on the WTA District Meeting. Chairman Miner, Clerk Schultz, and Assessor Wegner attended on Saturday, March 3, in Marshfield at the Eagles. The morning session was for recertification for Board of Review. The afternoon session covered the new requirements of the assessor in electronic filings. Assessor Wegner attended and is discussing with other assessors which avenue would be most advantageous to the Town. Chairman Miner gave him the go ahead, if needed, to hire someone to do data entry for him and to look at different vendors for a program, also if needed.
Discussed planned election training – March 14th at the courthouse, and the Saturday before the April election at the Town Hall.
Town Road signing – Chairman Miner will be developing a policy on replacement and doing an inventory of what signs we have in the town, per federal guidelines. The County policy will also be reviewed.
• Letter from Wood County Planning and Zoning discussing flood plains and that because of an audit by the state and federal government, the office is requesting that any building permits or additions that we know are being put in the floodplain, or known areas of flooding, that the owner contact their office for information
• Will be discussing the ordinance for extending terms of office next month
• Will need to do a new ordinance for alternate members to the Board of Review also next month
• Received an e- mail request for number of households in Town of Hiles that are on municipal water as part of a study being done between the University of Wisconsin-Madison and the Marshfield Clinic. Clerk replied that none of the residents of the Town are on municipal water.
Annual meeting topics – To include road projects, election issues, extended terms, wages for town board and employees.
The next Town meeting will be Wednesday, April 11, 2012, at 6:30 pm. The Annual Meeting will be the same day at 7:00 pm.
The bills were presented for payment. Moved by Supervisor Gardner and seconded by Supervisor Gudel to make all payments as presented. Motion carried.
Motion made by Supervisor Gudel and seconded by Supervisor Gardner to adjourn. Motion carried.
Chairman Miner adjourned the meeting at 7:10 p.m.
